Revert "Remove @directus/api dependency"
...
Adding @directus/api in dev dependencies is helpful for development.
directus-extension cli tool will exclude it automatically, as it is
already installed in the execution environment of the plugin.

Reload directus modules after data import
...
Currently only flows are reloaded. Reload is neccessary, as directus
builds a map of valid flow webhooks on startup and does not recognize
new flow entries without a 'reload' event.
