Otherwise we can't connect to the proxy as the local user and we can't
use ~/.ssh/config to set User directives.
Defaulting to root@ is hard to deprecate without introducing new config.
A clean break is probably clearest.
Setting `GITHUB_TOKEN` as in the docs results in reusing the existing
`GITHUB_TOKEN` since `gh` returns that env var if it's set:

GITHUB_TOKEN=junk gh config get -h github.com oauth_token
junk
```
Using the original env ensures that the templates will be evaluated the
same way regardless of whether envify had been previously invoked.

* Audit logs and broadcasts accept `details` whose values are included as log tags and MRSK_* env vars passed to the broadcast command
* Commands may return execution options to the CLI in their args list
* Introduce `mrsk broadcast` helper for sending audit broadcasts
* Report UTC time, not local time, in audit logs. Standardize on ISO 8601 format
