Release commenter to comment on PRs/issues that have had an associated release. NOTE: Commenting is currently disabled. Will be keeping an eye on the CI output as to when to enable. Heavily modified version of [apexskier/github-release-commenter](https://github.com/apexskier/github-release-commenter). Updates: - Filters to closed PRs only - Adds tag filter to support non-linear releases - Better logging - Moved to pnpm - Uses @vercel/ncc for packaging
